it’s like networking for models and photographers . . very good place to start . . you can get free work to build up your portfolio

Open a shop (even if in your home) and display your work.
Advertise locally even if in the form of flyers.
Offer a free photograph at a charity function to get your name out there.
Start a web site.
Find out if you can display your work at a local mall or someplace else for free.
Have business cards made up and pass the around.
Get the help of family and friends and offer them 1% for referrals.

Get the skills and knowledge required, photography school is the fastest way. Then write a business plan, these include marketing and other important things like location, equipment etc.

When you have the above sorted then start your business.

Fail to plan, plan to fail. I have seen far to many do it backwards and fail. They buy all the gear, sometimes they borrow money to do it. They go out and ruin peoples memories (like the wanna be wedding shooters) then fall out of the business because they lacked skills and planning.

Passion is great now go get the knowledge and skills.
